UK expert to address Supply Chain Safety & Compliance Summit

UK EXPERT TO ADDRESS SUPPLY CHAIN SAFETY & COMPLIANCE SUMMIT

The 2016 ALC Supply Chain Safety & Compliance Summit will feature a special guest presentation from James Hookham, Deputy Chief Executive of the Freight Transport Association (FTA). The FTA is one of the UK’s largest trade associations and represents the transport interests of companies moving goods by road, rail, sea and air.

One of the topics James will discuss is Operating Licensing, which is in place in the UK and supported as a policy position by ALC. An operator’s licence is the legal authority needed to operate goods vehicles in Great Britain (above 3.5 tonnes gross vehicle weight). Under operator’s licence legislation all holders of standard National Operator Licences must be professionally competent, or employ someone who is professionally competent.

ALC’s discussions with regulators have made clear there are concerns about the capacity of some road operators to operate a business in a business-like manner and, more particularly, that some operators do not maintain sufficient capital to maintain vehicles in a roadworthy state. These failings pose dangers to all road users.

ALC is encouraging the Federal and State Governments to ensure road operators meet a national operating standard that requires an operator of a heavy vehicle to have in place both the financial capacity to operate a business and a uniform safety management system to ensure that Australia’s roads remain safe.

ALC has also long argued that it should be mandatory for heavy vehicles to collect and maintain data relating to speed and fatigue offences so it is available for use by both businesses and enforcement agencies.

James Hookham will outline how the adoption of Operator Licensing and compulsory use of electronic measuring equipment has led to higher levels of safety.
